Updates and Guidelines on International Travel for Students Travelling to Canada

As of January 15, 2022, only fully vaccinated students will be allowed to enter Canada to attend a designated learning institution in Canada. In the case of minors (under the age of 18) who are not fully vaccinated, you will be allowed entry into Canada if you are attending a designated learning institution with an approved COVID-19 readiness plan.

International students who are unvaccinated or partially vaccinated as of January 14, 2022, can still enter Canada and take a connecting flight to their final destination within 24 hours of the departure time of their flight to enter Canada. 

To enter Canada as an international student, you must meet the following requirements:

  • A valid study permit or a letter of introduction that proves you have been approved for a study permit is necessary

  • You must be enrolled in a designated learning institution (DLI) with a COVID-19 readiness plan approved by its province or territory

You must have a 14-day quarantine plan in place before arriving in Canada, even if you are fully vaccinated. Border services officers will make the final decision about whether you qualify as a fully-vaccinated traveller.

Things to keep in mind before leaving your country

  • Examine your eligibility for a quarantine exemption as a fully vaccinated traveller. Starting November 30, 2021, 3:01 a.m. EST, Canada will expand the list of COVID-19 vaccines that travellers can receive to be considered fully vaccinated for the purpose of travel.

  • All students who enter Canada prior to November 30, 2021, and who are fully vaccinated with any of the vaccines on the expanded list must complete a 14-day quarantine period.

  • If you are fully vaccinated, you are still required to:

    • Your vaccination proof must be uploaded into ArriveCAN in English or French. Provide a quarantine plan in ArriveCAN and Portal, as well as meet the entry requirements under current travel restrictions. Your quarantine exemption is determined by a government representative at the border. 

    • Prepare your additional documents to enter Canada during COVID-19 if you're eligible to travel. Connect with an immigration consultant if you have questions. 

    • Create and finalize your quarantine plan. Once the details of your plan are confirmed, you'll be required to share it with Canadian Border Services Agency (CBSA) before travelling to Canada by inputting the details into ArriveCAN.
